Stu focuses his practice in the highly regulated area of insurance law. Clients turn to Stu for his deep knowledge and understanding of complex insurance regulatory, coverage and compliance issues, including supervision, examination, and receivership of insurers ranging in size from single-member risk retention groups to the largest international writers of property/casualty, accident/health and specialty lines.

Stu works closely with clients to help them understand and confront their issues and identify options to resolve them efficiently and effectively.

Prior to entering private practice, Stu clerked for Justice Francis X. Spina of the Massachusetts Supreme Judicial Court.

  • Representing insurance regulators from every United States jurisdiction in single-state or multistate targeted market conduct examinations, including the negotiation and implementation of regulatory settlement agreements.
  • Counseled insurance regulators and commercial clients regarding administrative proceedings and subsequent judicial reviews.
  • Assisted an insurance regulator in the successful liquidation of a health insurer, resulting in 100% payment to all insured and providers.
  • Focused on the administration of insurer receiverships and liquidations as well as the insurance and reinsurance coverage matters that arise out of such proceedings.
