Philip Olsen’s article, “Exhausting Administrative Remedies in a Tax Appeal,” was published by Massachusetts Lawyers Weekly on August 8, 2025. This was one amongst many within Phil’s quarterly tax column, “Massachusetts Taxing Issues.” Phil describes how Massachusetts tax disputes often undergo delays when going through the administrative appeal process; sometimes lasting years. He describes how taxpayers are seeking judicial relief due to these strenuous administrative delays. While the Appellate Tax Board deals with thousands of appeals per year, Phil raises the question of whether inevitable delays are grounds for judicial relief in a Massachusetts tax case.
