On September 19, Davis Malm shareholder Bill Griffin served as a faculty member at the Massachusetts Continuing Legal Education’s Massachusetts Land Use, Development & Energy Legislative Update 2012 program. Bill’s presentation focused on the recently passed General Law chapter 23L, part of “An Act Relative to Infrastructure Investment, Enhanced Competitiveness and Economic Growth in the Commonwealth,” which he and his Davis Malm colleague, Hal Davis, were instrumental in drafting. The new chapter 23L provides municipalities with a local option to approve tax-exempt “special assessment financing” of public infrastructure needed to support private development or to upgrade existing public works facilities.

This program provided participants with the latest updates on two recently passed Massachusetts legislature bills, and was designed to instruct and inform participants on the new tools available to them and changes to existing programs.
