Practice Focus and Experience
Stacey Bloom practices in the Land Use and Real Estate Group, the Environmental Group, and the Litigation Group. She concentrates her practice in real estate development, environmental and land use permitting, and litigation, representing clients in all areas including zoning, Chapter 40B (comprehensive permits), environmental compliance, and construction issues. Stacey represents clients before municipal and state agencies and at all levels of the state court system. She has extensive experience representing and advising Massachusetts municipalities in all areas of municipal law. Stacey also has experience drafting adult use bylaws and litigating adult use cases in both the zoning and licensing context.

Prior to joining Davis Malm, Stacey was most recently an associate in the Governmental, Municipal and Regulatory Services Group at Murphy, Hesse, Toomey & Lehane, LLP. Prior to that, she was an Assistant Corporation Counsel for the City of Boston Law Department where she represented and advised City of Boston departments including the Zoning Board of Appeal, Election Commission, Purchasing Department, Inspectional Services Department, Conservation Commission, and Mayor's Office of Consumer Affairs and Licensing. In this position she initiated litigation in the Superior Court to enforce environmental, housing, building, and licensing laws and regulations. Earlier in her legal career, Stacey was an Assistant Attorney General for the Commonwealth and Chief Legal Counsel for the Massachusetts legislature's Joint Committee on Criminal Justice.
